We are currently seeking a Contracts Specialist for a fully remote position for a great client providing services in both the Commercial and Defense sectors.

What you’ll be doing (duties of this position):

Primary job duties and responsibilities may include, but are not limited to the following:
 

  • Provide guidance to internal organizations with regards to acquisition strategy, contract types, contracting methods, and sole source and competitive acquisition strategies and procedures to state and government regulations
  • Evaluate and monitor contracts and subcontracts to ensure compliance with company policies, procedures, commercial/government regulations, grant requirements, and laws;
  • Develop, prepare and present terms and conditions in proposals related to the award of contracts.
  • Participate in negotiating, awarding, or administering contracts or subcontracts, or the analysis of procurement policies and procedures.
  • Lead the management of new contract/grant awards through analysis and input into a Contract Management system.
  • Administering the terms and conditions of contracts and subcontracts, including such aspects as preparing contract modifications, evaluation of performance under the contract, and contract termination.
  • Analyzing proposed prices or costs, including such aspects as evaluating technical and audit reports, forecasting price trends, evaluating economic factors, estimating production.
  • Participating in procurement management reviews and contract clearance or developing positions on claims and protests related to contracts.
  • Review, Monitor and Track Deliverables and reporting requirements under contract with other organizations;
  • Interpret and evaluate weekly sales data to provide accurate weekly sales reporting; monitor and update dashboards to ensure accurate and updated metrics.
  • Provide compliance resource internally to other organizations to ensure proper documentation for contract files;
  • Participate in contract reviews and audits for the organization with both internal and external audit agencies;
  • Along with department leadership, participate in establishing process flows, policies and procedures to monitor effectiveness as related to maintenance of contracts;
  • Lead or support proposal activities and coordinating all aspects of proposal submission to the customer;
  • Coordinate proposal preparations, proposal deliverables tracking and reporting requirements, as needed;
  • Participate in the development of the proposal development process, structure and format, win strategies, competitive analysis, requirement matrices, and proposal presentation; Individual will work closely with business development, capture managers, sales to understand strategic plans and objectives. Develop strong working relationships and collaborate with team members and with internal stakeholders to ensure high levels of service in contracts administration tasks;
  • Review, monitor, and communicate opportunity and solicitation-related business, technical requirements information, and provide teams with guidance in communicating that information to the customer in proposal development;
  • Support the development of tools, training and processes to improve Proposal Operation’s effectiveness;
  • Review proposal instructions, evaluation factors and Statements of Work to develop comprehensive compliance matrices, annotated outlines and proposal artifacts;
  • Manage and communicate proposal status, key milestones and post-proposal analysis to the proposal team & management
  • Support the department in collaborating with internal stakeholders to maintain improved situational awareness of contract vehicle marketplace and the pursuit of new work. Continually seek improvement in processes and procedures that will ultimately improve the proposal turn-around time and quality of offerings with the ultimate goal of improving win rate and generating additional or new business;

 

 

What you’ll need to be considered (requirements):

  • 3+ years of Contracts and Proposals experience
  • Strong knowledge of and experience with Contract Accounting and Financing, pricing, pricing strategy and understanding of strategic plans and capture management;
  • Experience in preparing cost and price analyses and resolving contract issues, terminations and protests;
  • Strong organizational skills and high level of initiative;
  • Must have working knowledge and understanding of SharePoint;
  • Thorough knowledge of all appropriate ethical standards regarding contracting actions;
  • Must have advanced working knowledge of a variety of computer software applications in word processing, spreadsheets, database, presentation software (MSWord, Excel, Access, PowerPoint), and Outlook;
  • Must have experience managing contracts utilizing a database or CRM tool (Deltek preferred, but not required)
  • Excellent communication, organization, and interpersonal skills
  • Proven ability to assess needs, identify issues, summarize and present information/ recommendations and implement change;
  • Effectively demonstrates the ability to set, track and report milestones;
  • Strong ability and experience planning and coordinating to completion multiple concurrent tasks in a multi-deadline environment
  • Strong multitasking ability and ability to accomplish simple to complex tasks independently
  • Strong ability to support geographically dispersed internal and external customers
  • Strong ability to work well with others in a geographically dispersed team environment
  • Bachelor’s Degree preferred
  • Must have both Commercial and Defense experience
